A "Quality Score" for Google is a dynamic metric assigned to each of your keywords. It's calculated using a variety of factors. A quality score measures how relevant your keyword is to your ad group and to a user's search query. The higher a Keyword Quality Score(KQS), the lower it costs per click(CPCs), and the better its ad position.
Google and other players of the search network, calculate it every time your keyword matches a search query. The QS helps ensure that only the most relevant ads appear to users.
